- Overall coordination of the ARGE IPH, ILK Dresden, EA-Systems, and EAW for the energy concept

- Inventory data collection

- Development of the hot and cold network, the bioenergy center (heat pump, wood chip heating, CHP), including development of the technical scheme within the framework of the consortium

- Development of photovoltaic systems at the sports facilities and integration of innovative electricity storage

- Cost estimate for the implementation of the energy concept

Phase 3
- Solicitation and evaluation of bids from law firms specializing in energy law for the development of an electricity model

- Energy law and economic model development for the implementation of the measures in collaboration with bbh Berlin

- Initiation of negotiations with the electricity grid operators and the city of Oberhof and potential grid users

- Participation in the development of the tender for the cold grid

- Participation in the development of the tender for the upgrading of the refrigeration systems in the ski hall and bobsled track
